Examples of Good Practice from Ministry of Civil Affairs of Bosnia and Herzegovina

In July 2003 in Bosnia and Herzegovina was adopted common core curriculum which, among other subjects, includes democratic citizenship. All Education Ministries (except one) in Bosnia and Herzegovina, the Council of Europe and Civitas achieved great results in ensuring quality education for democracy and human rights in Bosnia and Herzegovina. Namely, in September 2003 they agreed on organization of the “Democracy and Human rights” teacher certification program. It is the first all-round certification program organized for any subject in Bosnia and Herzegovina and one of the first of its kind in the world.

The certification program started in January 2004 and ended in February 2008, gathered over 300 teachers that teach this subject in all high schools in Bosnia and Herzegovina. This represents one of the best models of vocational teacher training in Europe and is a leading model in South East Europe.
